Myanmar / Burma

I just don't understand why, when they are saying tens of thousands are dead, the country is refusing aid or making it very difficult for others to provide aid. That almost seems like a bigger tragedy than the loss itself. I feel like all I can do is pray for these poor affected souls. Yes, that's good, but why are they being stubborn? Does anyone understand?
